RM&C have been awarded a major sampling system project at Hinkley Point B Power Station, operated by British Energy, part of EDF Energy.
As with all nuclear licensed sites in the UK, discharges to the atmosphere are strictly controlled within limits defined in authorisations issued under the Radioactive Substances Act 1993 by the Environment Agency. Under its legal obligation as set out in the Certificate of Authorisation issued under RSA93, Hinkley Point B Power Station as a nuclear licensed site must measure and declare the gaseous discharge at each of its authorised discharge points.
To ensure ongoing compliance with the Certificate of Authorisation, British Energy needed to review its current systems. RM&C Measurement Systems assisted British Energy during an evaluation period, where both replacement and upgrade routes were thoroughly investigated. The current equipment was surveyed and costed proposals submitted for both options.
RM&C Measurement Systems were convinced that the current systems could be upgraded to meet current legislative and end user requirements, ensuring compliance with the Certificate of Authorisation, to meet as far as reasonably practicable the current industry best practice guidelines and improve overall reliability/operation.
By taking the upgrade route British Energy saved around £1m, compared to if the company had undertaken a replacement programme.
Let in two Phases, the Phase 1 scope included; detailed surveying, flow profiling, pre-design characterisation and detailed design of all systems; the upgrade, commissioning, post-upgrade characterisation and handover documentation of one system. This phase has been successfully completed and results show significant improvements in sampling efficiencies, improved usability and reduced maintenance.
Phase 2 is now underway to upgrade the remaining systems.
